听力原文: The poverty line is the lowest income that people need for an acceptable standard of living. People with incomes below the poverty line are considered poor. Economists study the causes of poverty in order to find solutions to the problem.

As the general standard of living in the country rises, the poverty line does, too. Therefore, even with today's relatively high standard of living; about 10 percent of the people in the United States are below the poverty line. However, if these people had stable jobs, they could have an acceptable standard of living. Economists suggest several reasons why poor people do not have jobs.

For one thing, more than half of the poor people in the United States are not qualified to work. Over 40 percent of the poor people axe children. By law, children less than 16 years old cannot work in many industries. A large number of poor people are old. Many companies do not hire people over 65 years old, the normal retirement age.

Some poor adults do not look for jobs for a variety of personal reasons: they are sick, they do not have any motivation, they have family problems, or they do not believe they can find a job.

Other poor people look for a job but cannot find one. Many poor adults never went to high school. Therefore, when they look for jobs, they have few skills they can offer.

Some economists are looking for better solutions to the poverty problem. However, at the present time, many people depend on welfare for a living.

If it turns out that you can benefit from weight loss then you can follow a few of the simple suggestions listed below to get started.

Weight management is about long-term success. People who lose weight quickly by crash dieting or other extreme measures usually gain back all (and often more) of the pounds they lost because they haven't permanently changed their habits. Therefore, the best weight management strategies are those that you can maintain for a lifetime.

Suggestion one: make it a family affair. Ask your mom or dad to lend help and support and to make dietary or lifestyle. changes that might benefit the whole family, if possible. Teens who have the support of their families tend to have better results with their weight management programs. But remember, you should ail work together in a friendly and helpful way —making weight loss into a competition is a recipe for disaster!

to do nothing. So, as a police officer, I have some urgent things to say to good people.

Days after clays my men and I struggle to hold back a tidal wave of crime. Something has gone terribly wrong with our once-proud American way of life. It has happened in the area of values. A key ingredient is disappearing, and I think I know what it is: accountability.

Accountability isn' t hard to define. It means that every person is responsible for his or her actions and liable for their consequences.

Of the many values that hold civilization together honesty, kindness, and so on accountability may be the most important of all. Without it, there can be no respect, no trust, no law and, ultimately, no society.

My job as a police officer is to impose accountability on people who refuse, or have never learned, to impose it on themselves. But as every policeman knows, external controls on people's behavior. are far less effective than internal restraints such as guilt, shame and embarrassment.

Fortunately there are still communities smaller towns, usually where schools maintain discipline and where parents hold up standards that proclaim: "In" this family certain things are not tolerated they simply are not done!

Yet more and more, especially in our larger cities and suburbs, these inner restraints are loosening. Your typical robber has gone. He considers your property his property; he takes what he wants, including your life if you enrage him.

The main cause of this break-down is a radical shift in attitudes. Thirty years ago, if a crime was committed, society was considered the victim. Now, in a shocking reversal, it's the criminal who is considered victimized: by his underprivileged upbringing, by the school that didn' t teach him to read, by the church that failed to reach him with moral guidance, by the parents who didn't provide a stable home.

I don't believe it. Many others in equally disadvantaged circumstances choose not to engage in criminal activities. If we free the criminal, even partly, from accountability, we become a society of endless excuses where no one accepts responsibility for anything.

We in America desperately need more people who believe that the person who commits a crime is the one responsible for it.
